Brad Pitt Too Bored to Shave; Tanning Tax in Effect by July

SKIN
• The passage of health-care reform means that a 10 percent tanning tax will go into effect at salons across the country on July 1 to help fund the bill. Sunless tanning options like spray tans will not be taxed. Obviously, salon owners are pretty pissed about the tax, which is expected to raise $2.7 billion over the next ten years. [CNN Money]

• A new light treatment claims it can give the same results as Botox, sans needles. Called Intense Pulsed Light treatment, the process can heal sun-damaged skin and lessen the appearance of wrinkles and acne. The treatment is similar to laser therapy, but uses varying light wavelengths (lasers are just one beam). [Daily Mail UK]

HAIR
• Brad Pitt hasn’t shaved his Dumbledore-esque beard out of “boredom.” Angelina, take him to a barber. Please. [People]

• Kelly Osbourne dyed her hair pale purple. Talk about being excited for spring. [Beauty Blogging Junkie]

MAKEUP
• Bar Refaeli lined the inside of her eyes with bright-blue eyeliner — and it didn’t channel the eighties at all! [Girls in the Beauty Department/Glamour]

• Swarovski showed off new contacts embedded with the crystals. They’re not for sale (yet), but would anyone really want to put something that sharp in their eye? [BellaSugar]

FRAGRANCE
• Kate Spade will release a fragrance this fall through Elizabeth Arden. Distribution and scent details haven’t been decided yet. [WWD]
